Environmental Impact Assessment (EIA)

Environmental Impact Assessment (EIA) is a study to identify, predict, evaluate and communicate information about the impacts on the environmental of a proposed project and to detail out the mitigating measures prior to project approval and implementation.

EIA is essentially a planning tool to prevent environmental problems due to an action. It seeks to avoid costly mistakes in project implementation, due to environmental damages that are likely to arise during project implementation or due to modifications that may be required subsequently in order to make the action environmentally acceptable. In Malaysia, EIA is required under section 34A, Environmental Quality Act, 1974. EIA when integrated into the existing planning and decision-making machinery provides additional information towards better decision-making.

 

Environmental Planning and Auditing

A comprehensive environmental management program is necessary to ensure that Proposed Project will not contribute to any adverse environmental impact during operational and maintenance stage, which includes:

  1. Environmental Management Plan (EMP)
    Environmental impacts , matching the necessary tasks with adequate resources to meet defined environmental objectives and targets.
  2. Environmental Monitoring; to ensure the effectiveness of any mitigation measures taken during operational stages of the project.
  3. Environmental Audit; a management tool which organization can demonstrate environmental responsibility and monitoring the effectiveness of their environmental policies.
  4. Event Contingency Plans; to deal with the incidence of unacceptable pollution events, either in the course of normal construction working, operations or through unforeseen circumstances such as emergency situations (when Emergency Response Plan are initiated).
  5. Emergency Response Plan; to protect the Project Proponent assets and to ensure the orderly and efficient transition from normal to emergency operation and back.

 

Environmental Permitting and Licensing

It is for the preparation of required new environmental regulations and guidelines, in liaison with the State Attorney General Office. It covers environmental regulations on economic activities in the society (the sources), including licensing, rules, permits and guidelines and approvals in general.

Apart from formulating legal environmental conditions, it concerns in case- specific conditions in the approval of EIAs licenses and permits besides general conditions stated in rules and regulations.

 

Personnel/ Workplace Monitoring

Personnel or workplace monitoring recommends a good housekeeping management at the site to reduce any potential hazards and inculcate cleanliness habit among all staffs and workers.

 

Site Suitability Assessment

Site Suitability Assessment is a study to obtain an official decision regarding the site suitability to enable the proponent to proceed with the subsequent submission for written approval, written permission and licensing requirements. The site is evaluated in terms of its compatibility with respect to the gazetted structure/local plans, surrounding landuse, provision of set backs or buffer zones, the capacity of he area to receive additional pollution load and wastes disposal requirements.

 

Environmental Training

Environmental training is to be provided to all employees on site to ensure employees have the knowledge to identify the toxic and hazardous substances that are stored, handled, used, and/or produce on site and practice good house keeping at all time.

Handling procedures required for materials that are stored, handled or used on site need to be discussed among employees. Up-to-date, easily visible hazardous communications display to be posted to increase the environmental awareness among all staffs and workers. It is to ensure that initial and refresher spill response-training need to be conducted as needed.

 

Water Quality Monitoring

Water quality monitoring study is to assess wastewater quality in compliance with Standard B of the Environmental Quality (Sewage and Industrial Effluents) Regulations 1979. Water quality monitoring includes Effluent monitoring, underground monitoring and River monitoring.

 

Air Quality Monitoring

Air quality monitoring study is to determine levels of pollutants such as total suspended particulate, SOx and NOx within the required area whether it is compliance to the Recommended Malaysian Air Quality Guidelines (RMAQG). Total Suspended Particulate monitoring or TSP captures atmospheric particulate smaller than 40�m in diameter using High-Volume Sampler (HVS) for a continuous 24-hour a day sampling. SOx and NOx monitoring consists of a vacuum pump and glass impinger (bubblier) filled with two solutions that could absorb the Nox and SOx content in the atmosphere.

 

Stack Sampling and Noise Monitoring

Stack emission monitoring study is to ensure compliance of the concentration of dust or solid particles that emitted from the chimneys at any point during operation with the Standard C, Regulation 25, Environmental Quality (Clean Air) Regulations 1978.

 

Water and Waste Water Sampling

Water and wastewater sampling include grab sampling that is conducted at requested location and water samples were preserved and stored in proper container prior to further analysis in Nabbir Laboratory Sdn. Bhd. a �Skim Akreditasi Makmal Malaysia� (SAMM No. 202), an accredited laboratory for water quality analysis.

 

Industrial Effluents Characteristic Study

Industrial Effluents characterization study is conducted to determine the physical, biological, and chemical characteristic, and the concentrations of constituents in the wastewater. All the laboratory analysis will be conducted in an accredited laboratory and IECS report will be produce for the application of new discharge limit.

 

Supply and Installation Monitoring Equipment

Offshore Water Sampling & Monitoring

Offshore water sampling and monitoring includes seabed sediment and macrobenthos monitoring, plankton sampling and monitoring, and marine water quality sampling and monitoring.
